Jackson Kelly Member David M. Flannery Appointed to National Coal Council

A member of Jackson Kelly’s Environmental Practice Group will serve a two-year term as a member of the National Coal Council, the firm announced Dec. 15.

David M. Flannery, who serves as the chairman of the board of directors for the firm’s ancillary business subsidiary, focuses his practice on the representation of companies and trade organizations in everything from energy and environmental regulatory issues, facility siting and litigation of environmental enforcement and environmental tort cases.

The National Coal Council was chartered in 1984 under the Federal Advisory Committee Act to inform and make recommendations to the United States Secretary of Energy regarding the coal industry.

“In his letter of appointment, Secretary Steven Chu said he was appointing Flannery to represent the viewpoint of law firms with energy and environmental regulatory practices to ensure their viewpoint is clearly articulated in the committee discussions,” the firm’s news release stated.

The council, which boasts a membership of up to 125 individuals, is an advisory body that is specifically precluded from lobbying Congress.

Since the mid-1800s, Jackson Kelly has represented the coal industry and was recently named “Law Firm of the Year” in Mining Law by the U.S. News Media Group and Best Lawyers. The firm was the only law firm to receive this national recognition in mining law, the firm said.
